Innovation in the Public Health sector

 

The regional sanitary service is crossing a period of big change with the purpose to get a great transparency of the administrative action and to allow an easier control on the efficiency and on the effectiveness of the adopted decisions. To support this activity, the key role of the computerization of the technical-administrative services has immediately been clear, with evident results already: the times of every administrative practice reduce, the payments of the suppliers are accelerated. Less bureaucracy realizes savings of time and money.

In this video-interview realized by Marco Lorusso for Digital4Trade during the Microsoft Forum, Giuseppe Volta from EID deepens the theme of the innovation in sanitary scene:

The development of the Digital Health according to EID

 

ML: In Italy and in the world, public health is changing deeply thanks to the use of the digital technologies. When we speak of health, some points of excellence but also big findings come to mind. Ing. Volta, according to your experience, which are the best practices to follow and which technologies to bid on to put the sanitary system on turbo?

GV: In this field, EID mainly deals with the administrative software. The administrative management is not an element perceived in immediate way by the citizen, but it is important, also because the Italian sanitary firm is an organization characterized by an elevated normative and administrative complexity, as the other public corporate bodies. To give our contribution we follow two guidelines: optimization and integration. In the Sanitary Firms the saving of time, also in the most elementary activities, becomes a tangible advantage: the reduction of a handful of seconds in simple activity and routinarie as the recording of an invoice, projected on important numbers as 100 thousand invoices a year – they are far from being an exception – becomes a perceivable facilitation. This aspect is more and more remarkable because of a process of unification of the sanitary enterprises that is in progress: they become less and less, but bigger and bigger and also manage more and more important volumes as it regards the administrative activity.

The integration is a presupposition of the optimization. The administrative informative system of the sanitary firms must converse and exchange data with many softwares of the regional and national level, software of the banks, of the clients and of the suppliers. Substantially it is a hub that must allow an extremely automated exchange of data not to become a neck of bottle of the system.

ML: Ing. Volta, do you want to tell us what NAVISAN is and which advantages does it enable? As we have already said, the Health is a powerful , innovative and important sector for our Country, but with great findings.  Where is your commitment heading?

GV: NAVISAN is an ERP founded on Microsoft Dynamics NAV but verticalized, adapted for answering in optimal way to the specific demands of a specific sector, in this case for the local health centres:

  • The preventive control of the expense

The process of purchase must be supports in different way in comparison to that of the private firms. The sanitary firms make many purchases, whose management is subject to a very urgent control and a very rigid budget.

  • Reporting of the expenses

The local health centres are forced to furnish to the higher levels (region or State) a reporting of the expenses that every year increases the level of detail. Lately ,at the centre of the continuous attempts of optimization and reduction, there are the pharmaceutical expense and the timeliness of the payments,with new directives to national level to guarantee the payments to their own suppliers in acceptable times. These specific indicators compete to the evaluation of the managerial performance and its measurement.

  •  e-invoice

The e-invoice concerns all the enterprises that work in the Public Administration. When we talk about local health centres, the electronic billing is important in the accounts receivable, but pervasive in the accounts payable, because all the passive invoices now arrive in electronic format. This has not involved a simple change of process but a true optimization: not only dematerializzazione, not only reduction of the paper, but a real optimization of the processes. The e-invoie certainly represents a lever to continue on this road and it is an example succeeded in which the public succeeds in being an effective guide that furnishes some standards to extend to the private sector.

  • Provisioning and logistics of medicines and medical devices

Local health centres and hospitals must be able to furnish medicines and equipments in the most timely and simple way possible. The most accessible way is to put the material in every department, but this involves an explosion of stock, that it would be desired to centralize instead. The software is the element that can help to manage these conflicting demands, trying no to impact on the sanitary personnel. The Matron must not be a storekeeper!
