Electronic Invoicing Public Administration & Private sector
From 31 March 2015 all PA is obliged to replacing paper invoices with electronic invoices, in relation to supplies of goods and provision of services by undertakers. The Local Authorities can not therefore accept invoices issued or transmitted in paper form, as well as do the Ministries, tax agencies and national bodies security funds that use electronic invoicing since June 6, 2014.
Vendors of PA are then having to deal with the billing cycle in electronic form only, in the stages of emission, transmission and storage of the document.
This new legislation impose on the PA a number of advantages:
- significant cost savings
- greater transparency on suppliers and their tax position
- monitoring of public spending.
The total savings are estimated at several billion Euros.

On September 2, 2015 came into force Legislative Decree on the electronic filing of VAT operations, making it possible to use the electronic bill also between private entities. The decree – with effect from 1 January 2017 – provides optionally sending to Income Revenue Authority electronic data of all bills (and its variations), issued and received, including through System Interchange.
The benefits for those who join are the disappearance of the reporting obligations relating to the so-called “spesometro” and “black lists” and leases. In addition, those who join will benefit from VAT refunds faster.
